Timothy and Cynthia Douglas of Washington, N.C., announce the engagement and forthcoming marriage of their daughter, Chelsea Boyd Douglas, to Issaiah Colby Blackburn, son of Ricky and Sherry Blackburn of Washington.
The couple will exchange vows at 3:30 in the afternoon Saturday, September 29, 2012, at the home of the bride, 2442 Braddy Road, Washington.
