Richard E. Phelan, 80, of Pamlico Plantation, Washington, died Sunday, January 20, 2013, in Southlake, Texas. A funeral will be held at 3 p.m. Saturday, February 9, 2013, at St. Peter’s Episcopal Church, Washington. In lieu of flowers, donations can be made in Richard’s name to St. Peter’s Building Fund, Hope Lodge in Greenville, or Little Washington Sailing School.
