The City of Washington Department of Fire-Rescue-EMS announced the promotions of Robbie Taylor (left) to the position of Lieutenant, and Otis Harrell (right) to Fire Engineer. Family, friends and co-workers were present and participated in a recent badge-pinning ceremony at the department. Harrell has been with the department since 1996 and Taylor since 2004.
