Mr. Roy Allen Phelps of Chesapeake, Va., is announcing the engagement and forthcoming marriage of his daughter, Meagan Lauren Phelps to William Travis Swain. The bride-elect is the daughter of the late Jenny Bates Miller. The groom-elect is the son of Mr. and Mrs. William Vernon Swain, Jr. of Washington, N.C.
The couple will exchange vows at six o’clock in the evening Saturday, September 28, 2013 in Washington, N.C.
